COMMUNITY – BASED STRATEGY FOR REDUCING LITTER
Reducing litter is not just a matter of keeping the streets clean. The fact that our groups have to even exist is an indictment of our society. We have to deal with the attitudes of those who have not learned about responsibilities to their society. There seems to be a lack of sense of community and therefore a lack of care towards that community by some individuals. We have found bottles and cans stuck in the hedges of old people’s homes, broken bottles in the street which could damage animals’ paws and the dog mess itself, which if it gets into children’s eyes can cause a disease which can result in blindness.
We are therefore concerned with the health of children and the changing of attitudes where people think about responsibilities as well as rights. Serious consideration should be given to the banning of smoking in children’s play areas.
Education and Raising Awareness
Good work is already being done in schools to educate children about litter reduction. The local Police Community Support Officers are closely involved with schools and litter reduction is one of the areas that they try to encourage the children to think about and also to do something about their local environment. This is very helpful.
There has to be more anti-litter publicity with more use of the posters on bins for example to remind people about their attitudes towards their communities. Local organisations can help with this, as well as encouraging schools to display as much as they can. It is only with the children, in the end, that we will succeed.
Prosecutions
Prosecutions do happen although they are rare as it is difficult to catch the litterers in the act. We should however publicise the penalties for littering and for dog mess and not keeping land in a clean state.
Successful prosecutions should be publicised widely in local publications and on websites as a deterrent. At the moment people do not feel threatened by the law and litter with impunity.
Litter Bins
It would be helpful if there could be a wider provision of litter bins with a receptacle for cigarette butts and also a recycling option where possible. They should be sited automatically at all bus stops, at least one bin in an occasional side street where there is a pub and all along the main roads.
Local businesses and organisations should also take responsibility for their frontage. They could also provide private sponsorship of litter bins outside these premises. Where these businesses have an ATM, they should ensure that they regularly empty the cash machine receipt bins.
Although many businesses do not encourage their employees to smoke in front of their premises, where this does happen it would be helpful if they were encouraged to provide a receptacle for cigarette butts by the entrance. This should be a requirement of all licensed premises.
Cleaning
The concept of “LOVE WHERE YOU LIVE “ should be publicised more widely. One way in which this could be achieved is with a roadshow to various locations such as:
High Streets
Venues
Schools
Youth Clubs
Community Groups
We must try and encourage residents, businesses and organisations to keep their own area clean.
We could encourage individual residents and community groups to adopt open spaces, parks and beaches.
Finally it might be an idea to adopt a scheme across the Borough, which we have called “Street Links.” This is where residents adopt their own roads to keep them clean, report problems and link up with each other, an environmental version if you like of Neighbourhood Watch. This has already started to happen in Lee-on-the-Solent.
The main theme that runs through this strategy is that of responsibility and teamwork. We need the Council to support us as we try to encourage the people of Gosport and Lee to care about their community and to take responsibility for their actions. Let us hope that working together we can achieve this aim.

GOSPORT LEISURE PARK FOUNDATIONS BEGIN TO TAKE SHAPE
Less than a week after digging the first sod, work has already moved on in earnest on the development of Gosport’s new Leisure Park.
D C Leisure Management Limited, who will operate the new Leisure Centre on behalf of Gosport Borough Council, confirmed that Wilmott Dixon Construction Limited, their appointed contractors for the development, were now ready to pour the first footings/base.
Councillor Mark Hook, Leader of Gosport Council said “I am absolutely delighted that so soon after the initial clearance work, we are already at the stage where the first load of concrete is being poured. Construction beginning on our new leisure park, opening later this year, is great news for all our residents. I am pleased that we are delivering on the Council’s promises to provide a 21st Century Leisure Park we can all be proud of, and at an affordable cost.”

Gosport Navy’s Hidden Heritage Unveiled 3rd March
For one special day only, Gosport’s Royal Navy sites at Fort Blockhouse and HMS Sultan are opening their doors to their hidden heritage as part of a fundraising day to save HMS Alliance. On Saturday 3 March behind the scenes tours of Fort Rowner, Fort Grange, the submariner’s Memorial chapel, the Wyllie paintings of Fort Blockhouse, HMS Sultan’s aircraft hangar and Marine Engineering Museum will be available to the general public.
Chris Munns, Director at the Royal Navy Submarine Museum said, “We are really delighted to have the support of HMS Sultan and Fort Blockhouse for this special mini navy open day in aid of Saving HMS Alliance.”

HMS Dolphin was the home to the Royal Navy’s Submarine Service for most of the first 100years of the RN submarine service from 1904 – 1999. Now known as Fort Blockhouse, the hidden heritage tour will be led by a retired submariner and will include a visit to the Submarine Memorial Chapel, the 19th century ramparts and the Harold Wyllie paintings in the Officer’s Mess.
The HMS Sultan site has been home to all three branches of the armed forces. Visitors can see behind the scenes and hear the history of the Army, RAF and Navy on this fascinating site where submariners are trained today. Fort Rowner and Fort Grange were home to the Army from 1862 until the First World War and then became an airfield used for pilot training. After the war, the RAF developed the airfield further and it was used jointly with the Royal Navy. After the Second World War the Fleet Air Arm took charge until it was closed in 1956. HMS Sultan was then formed for training Royal Navy marine engineers.
The Saving HMS Alliance project which includes the conservation of HMS Alliance, the only surviving full scale British World War 2 era submarine in the UK that is open to the public, began work last autumn. The fundraising campaign has raised £6.1m to date which includes a £3.4m grant from the Heritage Lottery Fund that was received last year. A further £400,000 is required to complete the project.

JOBS BOOST FOR GOSPORT COMMUNITY - Tesco Expres Press Release
A new Tesco Express store opening in Gosport has received over 100 applications for 12 new jobs.
Tesco recruited staff from the local area to work in the new Express on Forton Road. Store manager, Richard Perry and his team worked with the Job Centre to fill the vacancies.
Store manager Richard said: “I was thrilled by the huge response we received to our recruitment drive. In this time of economic uncertainty, it is great that we are able to create jobs for our local community and help get people back into work.

VisitEngland has secured an additional £3m from the Government Olympic Executive and a further £1m for the other UK nations to run a £4m domestic TV campaign showcasing fantastic reasons to holiday and take more breaks in the UK during 2012.
The TV advertising campaign, which will go on air on the 8thMarch 2012, will feature the themes of coast, countryside and city, with a call to action to visit a specially designed website portal for the campaign. The “20.12% off” means offers that give that amount off or better. The application of this can be flexible so that deals such as 3-nights-for-the-price-of-2 at a hotel and buy-one-get-one-free entry at an attraction could be included as they are better than 20.12% off (33% and 50%off respectively).
Terms and conditions will apply, and each business will set them for their own offer. Safer Gosport Community Day!
On Saturday 17th March 2012, Gosport Community Safety Partnership will host it’s first ever Safer Gosport Community Day! Following on from the successful ‘Have Your Say’ events over the past three years, this is the first time a whole day of activities will be available for all the family to enjoy. Being held in and around the Town Hall, there will be plenty to do and find out about!

There will be a whole host of agencies including the Police, Hampshire Probation Service and trading standards providing advice, along with some of our voluntary agencies such as Neighbourhood Watch, Street Pastors and Fareham and Gosport Family Aid. There will also be fun activities including the Police WII challenge, face painting and a ‘Your Voice Counts’ survey to win £75 worth of vouchers of your choice!

We are organising a clean up of our Borough entitled : Going for Gold! in preparation for the Olympic Torch Relay going through Gosport.

Our local Litteraction groups ( www.litteraction.org.uk) will organise a clean up of the actual route which will be used for the Torch.
The legacy we aspire to is that residents will adopt the road in which they live and that individual residents, businesses and organisations will also adopt parks, open spaces and local beaches.
We hope this will also encourage residents to set up other local Litteraction groups across our Borough and also join those that we already have.

Plastic Bag Free Lee
Lee-on-the-Solent Litteraction are actively supporting the Marine Conservation Society campaign to reduce single-use plastic bags in our community. Plastic bags symbolise how we have become a 'throw away' society over the past few decades. Many of us will remember how our mothers used to go shopping with a canvas bag or a shopping trolley in which the family groceries were placed directly. Billions of bags are used each year and are then simply incinerated or sent to landfill. Even when they are disposed of responsibly they can still land up spoiling our environment as they are blown away in the wind to remain in trees and bushes across our parks and countryside. Many land up in our marine environment where they are particularly dangerous as marine life mistake them for food. They cause real problems to turtles as they confuse them for their staple diet of jellyfish when the bag is seen floating around in the sea. They become lodged in the turtle's throat causing them to choke or starve to death. Marine mammals have been found to have huge amounts of plastic bags in their stomachs. This must be a concern to all of us living as we do in a seaside community.
On Saturday 7th April we will be holding one of our regular Litter events, on this occasion in support of the Marine Conservation Society. We are meeting at 11am by the War Memorial at the centre of the Seafront. Please come prepared to make a donation in support of the valuable work carried out by the MCS in protecting our seas, shorelines and wildlife. You will need to bring a litter picker or a pair of gloves with you. We will then work along the beach towards Browndown. We will be keeping hold of any Plastic bags which we find on our beach to display at our Public Meeting and Film Show the following week. The Beach Clean Up not only makes a difference by removing harmful plastics but also raises awareness about the issues involved. A lot of litter is left by visitors to the beach in the warmer months but a great deal also lands up on our beaches because people use their toilets at home as 'wet bins'. Items such as ear bud sticks can pass through filters and then flow out into the sea. You will see plenty of evidence of this as you take part! These plastics not only look unsightly but are potentially harmful to our wildlife.

On Saturday 7th April we will be holding one of our regular Litter events, on this occasion in support of the Marine Conservation Society. We are meeting at 11am by the War Memorial at the centre of the Seafront. Please come prepared to make a donation in support of the valuable work carried out by the MCS in protecting our seas, shorelines and wildlife. You will need to bring a litter picker or a pair of gloves with you. We will then work along the beach towards Browndown. We will be keeping hold of any Plastic bags which we find on our beach to display at our Public Meeting and Film Show the following week. The Beach Clean Up not only makes a difference by removing harmful plastics but also raises awareness about the issues involved. A lot of litter is left by visitors to the beach in the warmer months but a great deal also lands up on our beaches because people use their toilets at home as 'wet bins'. Items such as ear bud sticks can pass through filters and then flow out into the sea. You will see plenty of evidence of this as you take part! These plastics not only look unsightly but are potentially harmful to our wildlife.

New rare token of love discovered at Submarine Museum
A rare ladies submarine brooch has been discovered by staff at the Royal Navy Submarine Museum in Gosport, Hampshire. This delicate brooch is thought to have been specially commissioned for a serving submarine officer to give to his sweetheart. Alongside other “tokens of love” made by submariners, the brooch will be on display and part of the family extra activities at the Museum during the Half Term Holidays from Monday 13 to Thursday 16 February. The newly discovered brooch, dated 1909 is made of solid silver by Liberty’s and is reminiscent of a C class submarine.
George Malcolmson, Archivist at the Royal Navy Submarine Museum said, “I would think that this brooch is pretty unique probably ordered by a submarine officer for his wife or girlfriend” “I have never seen another one like this. It is a remarkable piece of jewellery and I would love to know more about the story behind it”
It was common for submariners to make their own tokens of love for sweethearts on the long stretches of service on submarines. Often many such objects were made from silver spoons “borrowed” from the officer’s mess onboard a submarine. The Submarine Museum will be displaying some of the best examples of love tokens made by submariners and the rare “Liberty” brooch during the Half Term Holidays from Monday 13 to Thursday 16 February. There will also be extra hands on family activities making Valentines cards and decorating love spoons on Monday, Tuesday and Thursday of that week.

Swap Shop Huge Success
Gosport Council’s Community ‘Swap Day’ organised by Streetscene and held in the Parish Centre Alverstoke, was a huge success with lots of items finding new homes.
People generously donated items they didn’t want and people had the chance to find something they could make use of. It was smiles all round for one lady who after previously having to borrow a pushchair from a friend, walked out of the Parish Centre with one of her own. “It was her mother who spotted the pushchair and seeing it without bags of shopping on, asked if it belonged to anybody,” said Jenny Leonard, Contracts Officer for Streetscene and organiser of the event. “After being told no it was up for a new home, she called her daughter over who was over the moon when she saw it. The lady who had donated it quickly showed them how it operated and then after a quick trial run round the hall, the family went home absolutely delighted.”
Others who found themselves a bargain were two people who took home vacuum cleaners and someone who acquired a dressmaker's mannequin - apparently a real find! With lots of other household/kitchen items and toys and books taken away it was a really successful day.
It also proved a great day for the British Heart Foundation who collected 38 large sacks of clothing to raise vital funds for their organisation.
“The people attending really seemed to enjoy the fact that they could come along, bring something, if they had it, and possibly go home with something really useful that had cost them absolutely nothing,” added Jenny. “The saying one mans trash is another mans treasure is so true, as despite the excellent condition of many of these items they would have probably ended up in the rubbish skip at the Household Waste Recycling Centre if their owners hadn’t brought them along to find a new home.”
Swap Days mean household items can find a new life with a new owner, saving people money in buying new and also helping the environment with less going to waste.
The next ‘Swap Day’ is planned for Saturday 31 March between 10am and 1pm at the Martin Ramsay Community Suite, Bridgemary School. So why not have a clear out and set aside some items to bring along. You can swap, donate, or simply take away items for FREE! You don’t even have to bring anything along in order to take part, although every little helps! Clothing (in any condition) and textiles will also be collected to raise money for the Salvation Army.

CHRISTMAS TREE COLLECTION SERVICE BREAKS ALL RECORDS
Recycling officers at Gosport Borough Council are delighted with the response to this year’s Christmas tree collection service.
The Council began the FREE Christmas tree collection service several years ago. Residents were asked to pop their real Christmas trees out on their normal garden waste collection day after Christmas. It would then be removed free of charge and taken for composting.
“Most people believe there is nothing like a real Christmas tree! But as we become more aware of environmental issues, many people have started to question cutting down living trees and have reverted to using artificial ones,” said Cllr Graham Burgess, Chairman of the Community Board at Gosport Borough.
“But the simple fact is these trees are grown specifically for Christmas, which actually benefits the environment. Artificial trees are made from oil-derived plastic and their carbon footprint is in fact much higher than a real tree – especially if that tree is then recycled by the Council. We are able to take them away for composting, so they can be used to nourish the ground in which more things will grow; this means more people can enjoy a real tree without feeling guilty. In fact an incredible 799 trees were collected for composting this year, which was a great result so thank you all and well done!”
Many people also replant their tree so they can use it next year; this too is great news for the environment.

National Apprenticeship Week 6 -10 February
Apprentices learn from WW2 engineering
As Apprenticeship Week gets underway on 6 February, 80 EDF Nuclear second year apprentices have faced their biggest challenge to date by coming face to face with the engineering of HMS Alliance, the only surviving A Class WW2 era submarine left in the UK based at the Royal Navy Submarine Museum in Gosport, Hampshire. The apprentices through working alongside retired submariners based at the Submarine Museum have gone well beyond a standard engineering apprenticeship framework both in what the learners set out to achieve and the means through which they reach their goals.
The young apprentices of today have been carefully paired with the submariners to develop comprehensive maintenance schedules for various systems within the diesel powered submarine, HMS Alliance. This project is regarded as one of the best examples in the country of the rigour, scope and skill that form the very best modern vocational training in the UK.
Alex Khan, Managing Director for Babcock Education and Training: “Working in partnership with EDF Energy and the Royal Navy Submarine Museum enables us to train apprentices to a level that is exceptional. The HMS Alliance challenge is part of a number of activities that open up new avenues of learning above and beyond a standard apprenticeship - in technical training as well as team working, leadership and management. The skills that they have attained through this project will serve the learners and the power stations that they work for to meet immediate business needs and further challenges, long into the future."
Bill Sainsbury, Marketing Manager at the Royal Navy Submarine Museum said, “This has been a great opportunity for our retired submariners to pass on their knowledge and skills from a past age.”
The students have studied HMS Alliance and looked at five engineering systems including propulsion, hydroplanes, snort and air circulation and two sets of torpedoes: conventional forward and “nuclear” aft. As HMS Alliance is typical of a diesel-electric boat (pre Nuclear), the apprentices who are embryonic nuclear professionals, simulated them for the purposes of introducing EDF safety regimes.
The Royal Navy Submarine Museum in Gosport, Hampshire is home to HMS Alliance, Holland 1, the first Royal Navy submarine launched in 1901 and the X24 the only surviving British midget submarine from WW2.
